Job Description: |
1. Background:
Penny Appeal, Pakistan (PAPK) is a humanitarian organization established in 2014 with a vision and mission “A sustainable world through empowered people and strong communities”. To achieve its objectives, Penny Appeal is assisting the underprivileged communities through Orphans support & Child protection, Foster care, Water Sanitation & Hygiene (WASH), Education, Food Security & Livelihoods, Health Care, and Emergency Response. The organization ensures to uplift the socio-economic condition of the marginalized communities by involving them in decision making, programme implementation and sustainability.
To ensure effective implementation and technical oversight, Penny Appeal Pakistan is seeking a qualified and experienced consultant as program and sector specialist to lead the project’s technical design, implementation, monitoring, and capacity-building components.
2. Purpose of the Assignment:
The incumbent will provide technical leadership and will be responsible for coordination at national level, ensuring high-quality implementation aligned with global best practices, donor requirements, and the needs of local communities.
3. Key Responsibilities:
Programmatic management and Project Implementation
- Provide strategic direction and vision for the implementation of the programme, ensuring alignment with PA mission and objectives.
- Oversee all aspects of programme implementation, including planning, budgeting, monitoring, and evaluation, to ensure the timely and effective delivery of programme envisaged outcomes.
- Ensure desired programme delivery across Penny Appeal (PA) professionally, qualitatively and timely;
- Oversee the management, implementation and/or delivery of all programme activities;
- Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
Define project success criteria and disseminate them to involved parties throughout project life cycle.
- Oversee program administration, operations, implementation, and fiscal management to ensure technical and financial activity aligns with scope and budget allocations, internal policies, and donor regulations.
- Manage and oversee all contract management and implementation tasks based on established donor regulations, procedures, and organizational guidelines.
- Lead, supervise and guide the Implementing Partner’s (IP’s) and/or project team in planning and implementation of activities and maintain regular liaison with designated focal person of the IPs;
- Regularly meet with the IPs and provide them guidance and technical support for quality project implementation
- Develop a smooth working relationship with Partners to ensure the technical correctness, quality and timeliness of the work undertaken by the partners;
Capacity Building and Community Engagement:
- Build the capacity of field teams, partners, and local government stakeholders on program implementation within the PA thematic areas.
- Support the field teams in development of behavior change strategies, develop deep implementation plans, monitoring framework, reporting and development of proposals.
Monitoring, Evaluation, and Learning (MEAL):
- Contribute to the capacity building of partner staff as and when required through identification of needs e.g. M&E, gender, advocacy and draw support from global MEAL team through the line manager;
- Together with the MEAL team, put in place a multi-sectoral MEAL plan, ensuring that it links to reporting requirements, and build capacity of technical field staff in carrying out the work. Place sectoral accountability mechanisms, ensuring that feedback is incorporated into program design and learning disseminated to relevant stakeholders;
- Coordinate with MEAL team to ensure the delivery of surveys such as baseline and end-line surveys, Pre-KAP and Post Kap and involve partner teams in the process;
- Regularly coordinate with the IPs and ensure quality narrative and financial reports are received from the partners in time and submit high quality reports to the senior management for onward submission to the donor
- Facilitate Partner for preparation and submission of monthly reports (narrative and financial), activity plans, and scheduled monitoring reports to measure progress / changes;
Coordination and Representation:
- Establish and maintain strong partnerships with relevant government agencies, civil society organizations, other consortium members and other stakeholders to leverage resources and maximize impact.
- Represent PA and the projects with key stakeholders, and at conferences, workshops, meetings, and other relevant industry gatherings.
- Lead team to provide effective coordination between and guidance to implementing partners, regional and district governments, project participants, and other key stakeholders, ensuring ownership of the initiatives and models by key stakeholders.
- Supervise the administration of sub-recipient awards to ensure technical and financial compliance with donor and PA standards.
4. Required Qualifications and Experience:
- Master degree in social sciences, development studies, economics or related discipline
- Minimum 10 years of progressive of program experience with N/INGO or UN agency in managing complex social development projects including demonstrated experience of managing large projects with major donors such as UN, USAID, ECHO and others or others. Familiarity with government policies and global frameworks
- Demonstrated experience of managing large teams and IPs.
- Strong analytical, communication, and report-writing skills.
- Fluency in English and Urdu is required
- Willingness to travel frequently to any province across Pakistan.
5. Deliverables:
- Manage Program implementation continuity of PA programs that are operational across Pakistan.
- Manage reporting requirements and ensure envisaged timelines are met.
- Monitor ongoing projects and provide technical support to IPs.
- Ensure smooth coordination with donors and senior management of PA pertaining to program implementation
6. Contractual Arrangements:
- This is a consultancy based opportunity based in Islamabad with regular field visits. Field visits with logistics will be supported by PA.
- Remuneration will offered as per the incumbent experience and organizational policies.
- The selected candidate must adhere to Penny Appeal’s safeguarding and child protection policies.
